The financial status of the Association is dependent on all members paying their annual assessment on time. This year's annual assessment of $155.26 enables the Association to provide for snow clearing in the winter, trash pickup on a weekly basis, Commons Areas maintenance, insurances, taxes, communication with the membership, legal fees to enforce the Covenants, electric billing for the streetlights we require and road maintenance after the winter.
The Association maintains a balanced budget which is often required by banks on loans for home improvement and building. We receive many requests from lenders, real estate entities and insurance companies that require the Association to provide proof of a balanced budget and a positive fund balance.
The Association also maintains a reserve fund comprised of two interest bearing annuity accounts. The maintenance of a "Reserve Fund" is prescribed by the Covenants (section 5.7) and is targeted for emergency situations by board policy.
The Association's fiscal year is August 1 - July 31. Annual Assessments are mailed after the closing of the previous fiscal year. To date, there is approximately $12,000 (@ 79 owners) in assessments unpaid.
The Association's fiscal records are open to any landowner upon request. You can call Terry Doran, Treasurer at
814-754-4638 if you wish to schedule a time to review the books. It would greatly benefit the Association if a landowner would meet with the Treasurer on a quarterly basis to review the fiscal health of the Association. This would allow for complete transparency and provide another check against possible misuse of funds. Once again, contact Terry Doran if you want to become the person who conducts the quarterly review.
If for some reason, you did not receive the annual assessment invoice, please forward a check in the amount of $155.26 to FPOA, P.O. Box 151, Central City, PA 15926. The official due date for the payment of assessments is December 16, 2019. An 8% late fee of $12.42 will be charged on any account not paid within 30 days after the due date. Assessments not paid by January 15, 2019 can be referred to the magistrate for account. In this case, there will be increased court and administrative costs placed on the account. We work hard to resolve payment issues prior to any legal action.
Several property owners have made generous donations to the Association for a variety of initiatives. Your generosity is greatly appreciated. Donations made for road maintenance this fiscal year are maintained in a budget category specific to your road and will be spent for the designated road.
We thank everyone who has helped the Association maintain a stable financial status.
SNOW PLOW SEASON
Snow plow season is upon us! In an effort to preserve the road base, a snowfall of at least 4" - 6" of snow is desired before the roadways are plowed. The entrances and areas around the dumpsters will be a priority in the event roads are not plowed right away. Remember to have your propane and fuel oil tanks filled before inclement weather hinders the delivery.

A final piece of the play center, the Rock Wall, has been installed on the play station at McNeal Park off of Route 30. The rock wall and the ladder create not only a little more of a challenge to the play station, but also provides two different ways to access the upper deck, which features a telescope and a steering wheel to guide the ship. Two benches allow seating while viewing the beauty of the area.
This endeavor was started two years ago and could not have reached fruition without the assistance of Folmont board members. We want to give an especially huge thank you to our Director and Vice President, Mike McGrady, for his financial support that allowed this positive project to be completed.
This attraction will provide many hours of enjoyment and fun for kids and grandkids of Folmont property owners.
PRIVATE ROAD
NO TRESPASSING
In an effort to alert passing motorists and would be trespassers, Private Road signs have been placed at the entrances to seven Folmont owned roads. These signs, along with the vigilance of property owners, will aid in keeping unwanted traffic off our roadways. As always, if you see something, say something by dialing 9-1-1 to report any suspicious activity or vehicles.
Safety and Security in Folmont

Folmont by nature (literally and figuratively) is a remote and secluded area. While this is enjoyable, it also leaves our homes and property open to acts of nature and crime.
Nature:
High winds, rain, snow, hail, lightning, and wildlife all can wreak havoc on our forest, homes and property. Tips that can protect your property include having a forester walk your property annually to provide tips on the care and maintenance of your trees and plants. Trimming trees that are close to your house and driveway can save you unexpected headaches and repairs from clogged gutters, and falling branches or trees, due to high winds, ice storms or lightning strikes. Ensuring that water runoff from rain storms or melting snow is directed away from your home and driveway, as well as Folmont roads, is easy to do with a well thought out storm water management plan. Not storing firewood directly next to your house lessens the chance of carpenter ants invading your house. Keeping your grass trimmed or weeds and other plant life under control lessens the chance of mice or snakes entering your home by removing their living and hiding areas. Removing trash to the dumpsters and cleaning your grill after using as soon as possible helps keep those pesky bears away.
Crime:
Being a "wilderness community" comes with great privacy as well as remoteness. This gives criminals a gateway to access your property without being seen. Your community is taking steps to protect you and your property by placing private road and no trespassing signs at each Folmont owned road entrance as well as meeting with local law enforcement to ensure they do routine patrols of our roads. Did you know three different police patrol our community (Shade Twp., PSP Bedford and PSP Somerset)?
If you see something or something that does not appear right,
dial 9-1-1 right away. The Bedford County 9-1-1 or Somerset County 9-1-1 centers will identify your location and dispatch the property authorities. Other ways to protect your property is to block access to your driveway when you are not home, as well as have a security system with cameras that watch your house and driveway. Motion activated or dusk to dawn lighting is another way to keep your property well lit and criminals away. You can also ask your neighbors to pick up your mail or packages if you are not home. We all have been to the airport where they say "if you see something, say something", the same goes for Folmont! If we all work together, we can keep Folmont safe and sound.
Blighted Properties and Property Violations
Architectural Control Committee
As reported in previous correspondences, a judgement has been awarded in favor of the Association, and in adherence to the Covenants, for a blighted property to be removed. This has set a precedence for future action taken against blighted properties or property violations within Folmont. The Covenants are enforceable and upholding them is the responsibility of this Association through the board of directors and the Folmont Solicitor.
If a property violation is found, the property owner will first receive a letter informing them of the property violation. The property owner will be asked to provide a plan of action for rectifying the violation within 30 days of receiving the letter. It is the desire of the Association that the violation be handled without introducing the assistance of the Folmont Solicitor.

Focus Group Meeting
A focus group meeting will be held on Friday, January 10th at 6:30 p.m. to discuss a five year plan that will promote Folmont to becoming a self sustaining community. Currently, the maintenance needs of Folmont lack adequate funding. Simply stated, the Association can not continue to rely on donations from property owners to fund needed road repairs and other initiatives. If you are interested in taking part in this focus group, contact Sandy Miller at 814-754-5649 or send an email expressing your interest by clicking here. Interested persons should expect to share ideas and opinions on ways to create additional funding and guide Folmont towards becoming a community with the financial means to support current and future growth and development. Follow up meetings will be held as necessary. Ideally, information gleaned from the focus group meetings will be discussed at a Special Meeting. Trash Pick-Up Service
Burgmeier's Hauling provides weekly trash pick-up service on Fridays. There is a 3-bag limit per family per week. No Building Materials or Appliances are permitted in dumpsters. T.V.'s, shingles, AC units, carpets, mattresses, tires, drywall, office equipment, chairs, toilets, etc are examples of items not permitted as part of the weekly pick-up. Contact Burgmeier's Hauling at 1-800-491-8975 to make arrangements for pick-up of such items. Dumpsters are located at Fort Dewart Lane, Old Farm Road, Hawks Nest Road, South Folino Road and North Folino Road. These areas are under surveillance. If you see illegal items left at any of the dumpsters, please email the Association ASAP or contact any board member.
FPOA and Township PERMIT Information
A FPOA PERMIT Request Form is required for all construction, excavation, driveway install, septic install, tree cutting and building/camper placement. Click here for a FPOA PERMIT Request Form.
